Berlin, November 7, 1910. YOUR telegram No. 115 of the 5th November: Chinese loan. Your view respecting the signature of the Chinese loan agreement is shared by the German Government, who have strongly impressed it upon the German banks who are interested in the question, and who, the Secretary of State for Foreign Affairs thinks, will agree, in spite of the suspicion of American group, which he says they entertain. The banks have telegraphed views of Imperial Government to their friends in London. They appear to fear, however, that in spite of the signature of the agreement the American group may take advantage of the loopholes in Article 6 to sign the loan by themselves and thus get credit in China for a loan, the money for which will have to be found by the other groups.
